Could be a Halloween item? It's 1.75 inches in diameter, and it's spherical so it rolls easily on a tabletop. The eyeball is suspended in a clear liquid and is weighted on the bottom, so the eyeball part is always facing up. It used to light up in colors when you bounced it, but the battery must have worn out because it doesn't do that anymore.
